WhatsApp Business Fees Since October 2026: What a Small Business Actually Pays

WhatsApp Business app messages and messages sent by connected software have different pricing rules. Since 1 October 2026, replies sent through a connected tool are charged after a monthly free allowance. If you use a tool, here is how to work out your bill.

The short answer

A hairdresser who answers customers in the WhatsApp Business app and a store whose replies go through an automated inbox can send the same number of messages and get very different bills from Meta. The difference is how the message is sent, not simply whether you use WhatsApp for business:

  • You only use the free WhatsApp Business app on your phone: nothing changed. The app is free, and Meta doesn't charge for messages you type in it.
  • Your WhatsApp is connected to a tool (an assistant, a chatbot, a team inbox): for standard WhatsApp Business Platform service messages, Meta provides 1,000 free messages per business number each month. After that, each reply is charged at a price set by your customer's country: about half a cent in Israel, a third of a cent in the US and Canada, and about two cents in the UK.
  • Messages a tool sends to someone outside an open conversation (called templates) are charged from the first one, except inside the free ad window explained below. A utility template (an appointment reminder, an order update) is charged even inside an open conversation.
  • Replies written by Meta's own AI agent through a tool are billed differently: no free allowance, roughly 4 to 5 US cents each, by Meta's estimate.

The three illustrative months below come to between $0.11 and $14.93 in Meta fees for messages delivered to Israeli numbers. They are calculations, not bills from real Answr customers.

How we checked: every rule and price here comes from Meta's WhatsApp pricing documentation (updated 30 September 2026) and its price list effective 1 October 2026, checked on 17 October 2026. Meta can change prices only on the first day of a quarter (1 January, 1 April, 1 July or 1 October), so check the current page before you budget.

Which setup are you on?

The WhatsApp Business app on your phone, nothing connected. Meta's prices apply to the WhatsApp Business Platform, the official connection that business tools use. The free app is a separate product. When Meta launched its paid Meta One subscription for the app in September 2026, it said the WhatsApp Business app "stays free" and that messaging isn't changing (Meta One FAQ).

Your Business app number, also connected to a tool. Many tools now connect to the same number you keep using in the app. Meta's documentation is explicit about this setup: messages you send from the app stay free, and messages sent through the tool are priced like any platform message (Meta's documentation). So your tool's replies count toward the free 1,000, and the ones you type yourself don't.

A tool on its own number that isn't used in any phone app. Everything the business sends is priced under the rules below.

What Meta counts, and what it costs

Meta charges only for messages your business sends, and only when they're delivered. Messages customers send you are free.

Replies inside the 24-hour window. When a customer writes to you, a 24-hour window opens, and each new message from them restarts it. Inside the window a tool can send any normal message, no template needed. Meta calls these service messages. They were free from November 2024 until the end of September 2026. Since 1 October 2026 the first 1,000 service messages a month are free for each business phone number, and every one after that is charged. Unused free messages don't carry over to the next month.

Templates. To write to someone outside the 24-hour window, a tool has to use a message template that Meta approved in advance. Meta charges by type: marketing (offers, announcements), utility (an appointment reminder, an order update) and authentication (login codes). Since 1 October 2026 a utility template is charged even when it's sent inside the 24-hour window. It used to be free there.

Meta counts messages, not conversations, so a tool that answers in two separate bubbles has sent two messages. And the free 1,000 is per phone number: a business with two numbers gets 1,000 on each.

The ad exception. When a customer reaches you by tapping an ad that opens WhatsApp, and you reply within 24 hours, Meta opens a free window of up to 7 days for that customer. Your replies and templates in that window aren't charged. It works when the customer writes from the WhatsApp phone app, not from WhatsApp Web or desktop. Messages from Meta Business Agent, Meta's own AI agent, are charged even then.

The price depends on your customer's phone number, not on where your business is. These are Meta's list prices in US dollars per delivered message, from 1 October 2026:

Customer's country Reply after the free 1,000, or utility template Marketing template
Israel $0.0053 $0.0353
US and Canada $0.0034 $0.025
UK $0.022 $0.0635

In all three countries, a reply past the free 1,000 and a utility template cost the same.

For other countries, look up your customers' country in the full price list (Meta calls it the rate card), linked from Meta's pricing page.

Three worked examples

The method is the same every time:

(replies this month − 1,000) × reply price

+ utility templates × utility price

+ marketing templates × marketing price

If you sent fewer than 1,000 replies, the first line is zero. These are estimates for one business number with all customers in Israel, leaving out the ad exception:

Example What the tool sent Meta's charge
Quiet month (hair salon) 600 replies, all free; 20 utility templates ($0.11) $0.11
Busy month (renovation contractor) 1,600 replies, 600 of them charged ($3.18); 60 utility templates ($0.32) $3.50
Busy month with a sale (store) 3,000 replies, 2,000 charged ($10.60); 150 utility templates ($0.80); 100 marketing templates ($3.53) $14.93

The same three months cost about $0.07, $2.24 and $9.81 with customers in the US or Canada, and about $0.44, $14.52 and $53.65 with customers in the UK, where a reply costs about four times the Israeli price.

In these three examples, Meta's charge stays small because most replies fall within the free 1,000 or cost a fraction of a cent, and marketing templates, the expensive category everywhere, are the ones the business chooses to send. That isn't a prediction for every business: message volume, your customers' countries, the template types you use and any provider charges can change the total substantially. (In the third example, the 100 marketing messages go to customers who agreed to hear from the store. WhatsApp's rules require that.)

A missing payment method can stop delivery

If your WhatsApp account has no payment method, Meta delivers your tool's replies up to the free 1,000 and then stops delivering them until the next month, or until you add one. Customers can keep writing to the business while those replies go undelivered. Templates are charged from the first one, so in practice a tool also needs a payment method before it can send them. Answr, for example, can't send a template until one is added.

Adding a card in your WhatsApp account's billing settings (Meta calls the place Billing Hub, inside Meta Business Suite) costs nothing by itself. Meta charges for service messages past the free 1,000 and for chargeable templates from the first message, as described above.

To estimate your bill, count the replies your tool delivered last month, not the number of customers, and add any templates separately. Before you sign up with any provider, ask:

  1. Who pays Meta: do you bill me for Meta's messages, or does Meta bill my own account?
  2. If you bill me, do you add your own fee on top?
  3. Will I get one invoice or two?
  4. Will you warn me before I pass the free 1,000, and what happens to my customers' replies if my payment method fails?

How Answr handles Meta's fees

Answr connects through Meta's official platform, so Meta's rules above apply to the replies it sends for you. With Answr you get two separate bills: Answr's subscription, and Meta's charges, which Meta bills to your own WhatsApp account directly. Answr receives none of Meta's money and adds nothing on top. Answr checks every day whether your WhatsApp account has a payment method and messages you on WhatsApp if something needs fixing. If your account has no payment method, it also warns you when your number reaches 70% and 90% of Meta's free monthly replies. You can ask Answr at any time how many messages you've used this month. Answr's own monthly reply allowance is separate from Meta's free tier and is explained on the usage limits page.

Frequently asked questions

Is the WhatsApp Business app still free?

Yes. Meta says the app stays free. The October 2026 charges apply to messages sent through the WhatsApp Business Platform, which is what business tools use.

Do I pay when customers message me?

No. Meta charges only for messages a business sends, and only when they're delivered.

Does the free 1,000 include templates?

No. The free monthly tier covers service messages, meaning normal replies inside the 24-hour window. Templates are charged by type.

I connected my Business app number to a tool. Are my own messages charged now?

No. Messages you send from the WhatsApp Business app stay free. Only messages sent through the connected tool are priced.

We're a non-profit. Does this apply to us?

Meta keeps service messages free beyond the monthly tier for eligible government bodies and community non-profits (for example in public health, crisis response and disaster relief) until 31 December 2027. Eligibility is Meta's decision. Ask your provider whether your account is covered.

How do I keep the charge down?

Keep replies under 1,000 per number per month if you can. Answer inside the 24-hour window so you don't need templates, and send templates, especially marketing ones, only when they're worth it. If you're still choosing a system, our guide to automated customer service on WhatsApp covers the other costs worth comparing, and the WhatsApp tools comparison shows what each option costs on top of Meta's fees.
